Is this the same as Old Carter OC-5?

No. OC-5 and OC-6 are separate single barrels released around the same time, both from short barrels at 19 years. OC-6 comes from a different barrel (#OC-6) with different proof (140.6 vs 141.2) and a smaller outturn (56 bottles vs 76 bottles). Each is completely distinct.
