Why is allocated bourbon so hard to find and what does the allocation system actually mean?

Allocated bourbon is produced in quantities that are genuinely smaller than consumer demand — not as a marketing strategy, but as a structural reality of how bourbon is made. Bourbon requires years in the barrel before release (the Buffalo Trace Antique Collection expressions are typically 15–20+ years old), meaning the supply available today was determined by distillation and barrel fill decisions made one to two decades ago, long before demand reached its current level. The allocation system distributes this finite supply from Buffalo Trace (or Heaven Hill, or Wild Turkey) to state distributors, who divide their allocation among licensed retail accounts based on each account’s purchase history and market. A large retailer in a major market might receive 3–6 bottles of Pappy 15 Year per year. A smaller account might receive one or none. There is no waiting list consumers can join at the producer level — the only path to retail pricing is through a retailer who receives allocation.

What is the difference between retail price and secondary market price for allocated bourbon, and is the secondary market worth it?

Retail pricing for allocated bourbon reflects the producer’s suggested retail — Pappy Van Winkle 15 Year retails for approximately $120–130; George T. Stagg retails for approximately $100–120; Eagle Rare 10 Year retails for approximately $35–45. Secondary market pricing for the same bottles — on resale platforms, auction sites, and from collectors — typically runs 3–15x retail depending on the expression and vintage. The liquid in the bottle is identical regardless of where it is purchased. The secondary market premium is entirely a supply-and-demand premium on a genuinely scarce product, not a quality or authenticity premium. For most expressions, the secondary market price is not worth paying — the same or better bourbon experience is available from non-allocated expressions at retail pricing. The exception is vintage or discontinued expressions that are no longer produced, where secondary market is the only source.
